Implemented email reporter acknownledgement

Feature that allow the email reporter to receive an aknownledgment about the created bug, even if the reporter doesn't have an account on Mantis.

In addition to this, it is possible to:

  • allow the dev team to receive the response mail as CC
  • specify a static list of emails that will receive the response mail as CC for a single mailbox
  • specify a static list of emails that will receive the response mail as CC for all mailboxes

Note that for the emails to be sent with correct CC header, this pull request depends on this one from Mantis: https://github.com/mantisbt/mantisbt/pull/1766
